you need to get permission to use the EE(equipment exchange) to sell anything

And after getting permission to the EE you list the stock as a part.
It is not a controlled item in Canada, pretty simple and straight forward.

Welcome! If you look at the EE section, you'll notice a few subforums, such as
"Exchange of Military Surplus Rifle" and underneath that
"Exchange of parts and accessories for Military Surplus Rifle"
When selling just a stock, or another part, you'd use that second subforum of whatever category it would fit in.
