FWIW, one of the most accurate factory 22's ever recorded was a bone stock sporter savage. It typically shot groups under 0.100. Every once in a while Savage produces a zinger, but you must try many before finding the one. Anschutz on average outshoot all others. CZ's are a great sporter and consistently shoot well, but target rifles they are not.
As for bolts outshooting semi's that is the norm, unless one finds an older thompson centre benchmark or R55, everyone I have seen outshoots CZ's consistently, and shoot as well as some target Annies.
For a dedicated target rifle, you tpyically need a great barrel and match chamber. Target barrels are typically bull barrels, that are lapped (very smooth so no lead builds up in the bore) and are always chocked, meaning the bore gets tighter at the last 1.5-2 inches of muzzle, this controls the gas and doesn't allow it to escape past the bullet as its leaving the muzzle.
Target 22's typically need to use target ammo, which is waxed, this wax helps the bullet slide down the bore, with less friction, this helps with consistency from shot to shot.
22 target is a whole different world than centerfire target. Its much harder to make a 22 shoot accurately than it is to make a centerfire shoot accurately. so you want to give yourself a good start, and that is a good rifle, a target rifle.
Back to the thompson centers. they shoot so well, because they are using shillen match barrels.
