Shorten PAL Approval Times

I have sent a letter to my MP (an NDPer) and to the PM. Other than setting my hair on fire and jumping up and down in the middle of parliament naked....there is little else that can be done. No measure of disorganized whining and moaning will change policy. I have signed petitions, sent mail, email and tried to be a positive proponent to sway local antigun people I encounter by approaching gun ownership with a logical non-tinfoil hat position. I am doing my part in the real world...are you? It takes all of us from all firearm disiplines speaking together to make the voice loud enough to be heard in Ottawa.

My post was intended to help others in this daunting process.
 
June 10 received by CFC
July 10 showed up online
July 11 called to find out the status and if any information was missing. Told it was information was only put online and nothing missing and to call back in two weeks to check on the status
Day 45 July 25 call again and was told my application will take 45 to 60 days to process and 45 days is a minimum time to proces.
 
Mailed - june 7th
received - june 10
showing online - july 8th
Weekly calls same answer basic information in system but not to the point were there doing interviews. However when I just got off the phone 2 mins ago she
said that they were quite behind due to the fee waiver ending in may; they got swamped with applications for renewals the would expire in the next 6 months
to avoid the renewal fees -Best excuse I've heard yet-

And I agree they need help.. but the sad reality is the vast majority still don't get off their asses at all to help change things.. and that is something I and a few others have been working on for years now.

No offense intended btw.. but someone / something had got to stir the apathetic masses into action.. and sometimes that means the cold hard truth be told to them as well as the offer of help.

Since as you said and I agree.. it takes ALL of us.. not just the mere few that are involved in direct action now.

I talked with my CFSC/CRFSC instructor (Phil Smith) and he said that he wouldn't be able to help until the Ontario CFO has it in his hands. I guess for now I'm going to fire off an email to my MP and see what sort of hell that brings.

Are you in NB or in Bantario as your location lists?

I would assume Bantario since none of the other CFO's process the test results the same as wyatt's stupidity last time I checked.

No kidding. I used to work at a linehaul shipping company, I know how messed up all forms of shipping are.

I just sent off an email to my MP to express my disgust of the CFP's wait times. Hopefully it was worth the 10 minutes.

Yeah how about with HELL Canada... and calling for local information would get you a city many many hours away at best...

and such is ALWAYS worth it.. since the more of us doing so the more pressure on them... and if they respond that they don't care etc etc... CC it to the press as well for starters :)
 
For anyone that needs to know the ext for Manitoba CFO is 8004.
I phoned today, they're working on it, but its still waiting to be assigned to an officer. They told me to call next week and should be able to speak to whomever was assigned my file.
 
I live in Ontario, I have had a non-restricted PAL since 2004, last updated in 2009 as non-restricted, and now I'm upgrading to RPal

My status so far...

-Took and passed course May 25th/26th
-course report mailed by instructor Mon May 27th to Ontario CFO
-course report stamped June 6 by Ontario CFO, received back to me via mail June 14th
-RPal application signed and mailed (via Purolator) June 14th - had it ready to go and I waited for original copy of stamped course report to come back to go with the application.
-application delivered and signed for at CFC Miramichi on June 18th
-checked online on the RCMP CFC website on average every other day or two after I got the delivery receipt by email from Purolator. Only thing I saw was from my previous application renewal from 2009. Nothing new appeared online until the morning of July2nd
-starting July 2nd, the status on RCMP CFC site says received "June 24th". Old info from 2009 was replaced by this new message.
-called weekly since July 2nd and get the feedback, "application scanned and in process, but not ready to conduct interviews" - I do have an application number and reference that each time I call, as well as my existing NR-PAL number.
-references have each called in during the week of July 15th, quoted the application number I gave them and both got "not ready for interviews yet, call back in a couple of weeks"
-credit card charged July 15th for application fees
-decided to call in today, July 26th, on a Friday (from what I read, Fridays are a processing and printing day....) to shake things up a bit. Asked if they had everything they need, if there were any errors or omissions. The nice CFC clerk said she would review, and this time, the entire application was visible to her and she reviewed all 5 pages with me, confirmed the photo and test results. She even confirmed the credit card transaction was approved and applied to the account. I'm thinking, "wow this is progress!!" and was hoping I could do the interview, but, the reply was "still not ready for interviews yet, maybe another week". :(

So, on day 32 from when it was "officially received", day 39 from when it was signed for, day 62 from when I passed the course, my registration is definitely in progress, but not ready for interviews.

I am going away next week camping, with no access to computer or cell phone, so I will check again after the August 5th long weekend. I explained I was going away for 2 weeks to see if I could do the interview today. She put me on hold for maybe 1 minute total, came back on, but the nice lady said "If I could I would, but there simply is no way to do the interviews today". I didnt want to be too aggressive, so I just said "thanks for trying"


I will update in a couple of weeks time.

I just want to point out, that in my 4 or 5 phone calls to the CFC since the beginning of July, the CFC people have been polite, courteous and pleasant to talk to (including one male employee I spoke with). In my opinion, the level of service on the telephone is WAAY, WAAY better than say calling Bell Mobility for tech support, or even dealing with counter staff at the Canadian Tire returns desk. Its obvious that most definitely its the system that is broken here and not the people like you and me who work for a living that we speak with at the CFC. If nothing else, lets give these frontline people credit for their professionalism in spite of working under such a program.

Just a cpl notes.. #1.. you can just call it a PAL which is the common nomenclature and accepted "label" including for legal purposes (NR-PAL does not exist legally)

#2 Please see the above BOLDED section... this should NEVER be done... never send in the originals.. they are your legal proof that you have passed the course and/or tests. Do not ever reply on the notoriously stupid and unreliable gov to have such proof for you. Send in a Fax of them or a photocopy.. not the originals. Keep the originals in a very safe place and make full color high res scans of them as well saved elsewhere.

No offense but that is for your own good and that of all the others reading this thread and going through this farce.

OK Thanks for the clarifications. My purpose was just to point out that I was converting/upgrading a PAL with non restricted privileges to a PAL with restricted privileges. Most others in this forum haven't indicated if they are going for first time application or "upgrades". You are correct on the legal description of what a PAL is.

You get 2 original copies back from the CFO after they are sealed/stamped, I have retained one original copy for just that reason you mentioned. At least this is the case in Ontario, I cant speak for other jurisdictions.

I rarely give originals away, and even if originals are required, I always keep a copy.

Good point though for others living in other jusrisdictions.

and I'm here in Bantario as well.. believe me I am and dealing with wyatt's ####### bull####.

As for originals.. regardless of where in Canada... always keep BOTH!!!

They do not need the original to process the application.. a fax works just fine and for those applying esp in Bantario.. just fax in your originals once they arrive back from the CFO's office. The CFC will be perfectly happy with such and then as I said carefully preserve the org's.

Also as has been said many times before... do NOT wait for them to come back from the CFO's BS... send your app ASAP and then fax in the org's.

Or if you have a nice instructor and the hardware.. maybe scan them before your instructor ships them off in Bantario and include a printout of such with the app. You'll still have to fax in the stamped copy of course (which is retarded).. but either way.. save yourself the delays etc etc..

And don't sit on your ass with this.. get in the fight!

Set up a tent and get used to waiting. My application was received on the 7th of June (I've been waiting for longer than 45 days at this point) and they keep telling me the same "Your application is still in the beginning stage, you will be contacted when it's finished." crap every time I phone them.

But yes, the technical wait period starts on the 4th.
 
Here is my timeline, for a new RPAL

May 23rd - Application Received at Miramichi
Week of June 24th - Started processing
July 15th - interviews conducted
July 17th - licence issued
July 19th - date that the envelope was postmarked as shipped
July 25th - licence received

As others have stated, it doesn't matter how many times you call, it won't make any difference whatsoever in the process (unless there is a mistake on your application and you catch it before they put your application on hold and send out a letter to request action... Calling in this circumstance would save you a few days delay)
... And before anyone asks... Yes, I've done my due diligence in contacting MP's and complaining.
Oh, and I've heard people mention that Fridays are "processing and mailing days"... I asked one of the reps at the RCMP about that... She laughed and said "do you realize how many applications we process here? There is no way we could hold all the mail or processing for 1 day a week. Everything is done on a daily basis, we often have 2 mail pickups per day due to the volume"
 
is anyone else having trouble logging in to the rcmp website to check their status? i had to use my "bank credentials" and then enter my information (name birthdate pal# etc) and it still says it doesnt recognize me.. i cant check anything
