My Mosin's finish is in pretty rough shape and I read that it's possible to restore it somewhat by rubbing the original shellac finish with alcohol. Has anyone got any experience doing this, or should I go the whole strip down start again method?

I would strip it down and completely re stain it, I'd use a stain such as Minwax or Behr, buy the stain first before you remove the original color so you can match it up.
We have a paint store here that will custom match stain to an existing color. I used it to match our new stairs to the wood flooring and it came out the exact colour.

I bought a svt40 a few months ago and the shellac finish was all flaking off so I removed it with the finest steel wool and shellac solvent and re shellacked it with orange shellac flakes from Lee valley at a 1:8 ratio put 10 coats on over a 4 day period and let cure for 10 days and put the rifle back together

The only thing you can do with the original shellac is put another coat over top. I would remove what you have now with lacquer thinner & re shellac with garnet shellac. Please don't stain it as its very difficult to get off if you want to.
