I was planning on using my tavor tar 21 and 4 lar mags coupled and coupled so that I could have 40 rounds on the gun. Max round count is 32 I figured I could do without a mag holder on the belt. However the TAVOR will only allow a full mag in if the bolt is back. If the bolt is forward I can only load 8 rounds max in the mag or I can not load the mag into the gun. Would I be better to load 10 rounds and shoot it dry each time or load 8 rounds and change mags on the move.

40 rounds and 4 mags is not enough for IPSC. I would get a belt pouch and carry at least 1-2 extra mags beyond this, as you need to be prepared for problems - if you have a malfunction and need to drop a mag in this setup you are potentially cooked.
As to 10 vs 8 and going dry, generally you never want to go dry if you can avoid it. The actual course of fire will dictate if there's a huge disadvantage to this but I'd load 10 to start (as usually you will be starting chamber loaded and mag inserted) and go with 8 in the other mags to allow for bolt forward reloads, but you could look at the stage and see where running dry, reloading on the move and closing the bolt before getting to you next position may work.

Not to derail the dream crushing, but why can't the LAR mag have at least 9 rounds and seat on a closed bolt?
Is that with any mag?
I.e. a pmag, you could only have 3 rounds to seat on a closed bolt?
I can't give an opinion on your actual question as I'm not familiar with using the tavor, but you would have to see how the course of fire is laid out and see if 8 at a time is enough or if you need 10 per array of targets.
Then make a judgement call for each stage.

It will seat with 9 with alot of force. 8 is a bit easier. If it does not seat my "precious" will fall out during the course of fire. Only have a couple 3 gun matches a year. It is pretty much a run what u brung. I also have 4 50 cal mags they can seat easily with 13 rounds. I may run them instead out of a dump pouch.
Do not knock in until you have tried it.
I have run the 4 LAR mags for quite some time and the first reload is far faster than going for the belt.

With anything, you just need to put the time in to train and anything can be made to go fast.
I could probably get that time down to 2-3 seconds if I wasn't dealing with some knee issues.
Oh well, next year perhaps.
I say if you want to try it, do it! and good on you for sticking to it.
It's not terrible, the presscheck ventures magazines has enough that you can grasp them, but I've only been testing them with two coupled together.
What I've been finding is that if you have a mag in the well and the coupled mag to the left of the receiver (looking down on the rifle for right handed dominant people) there is not much clearance for the mag release lever and it will actually hit the mag itself.
Do not have the issue with sentinel armory 4 LAR mag coupler.
Running a Tavor dry is not that bad a deal. It's easier to insert a full mag on an open bolt, and the location of the bolt release makes it a very fast action.
