Black Badge has nothing to do with any other country outside of Canada. At least not directly. But across Canada it is accepted.
The BB course that started here has actually been used in other countries like New Zealand as an example.
I have very mixed feelings about the BB system here and they came about after experiencing USPSA.
To me it seems as if someone actually consciously thought "god damnit, gov has made this sport too easy to get into - any old soul can buy a holster and compete..
The explanation I got back in 1992 was the course evolved in part to ensure the CFO's would allow holster use on olde tyme bullseye ranges.
Keep in mind this was the same era when one douche bag in NRCAN's incorrect or biased reading of the CCC effectively cut the supply of hollowpoint handgun ammo.
