Why don't they make the Winchester 71 in .45-70?

because no one was buying the 1886 in 45-70 or the other big cartridges. and why would they, for the vast majority at the time there were better choices in cartridges like the 30WCF and 270.
 
After the .33 Winchester came out in 1903 the majority of 1886 Winchesters sold were ordered in .33 Winchester, a more versatile round than the .45/70. The .348 is basically a souped up .33 Winchester. The model 71 was basically a model 1886 lightweight, the most popular model of the 1886 after 1900.
