Having seen it done, I can tell you it is a ####pile of work and requires a number of special and expensive tools to complete. You will likely spend more on the tooling than you would for a complete lower. If you are interested in the process of making a lower then have at 'er but if you are trying to get an inexpensive lower, this is the worst way to do it.
The thing to worry about isn't that it is 80%. The question is what 80%. There have been a number of companies in the states that make these things, and they all seem to leave different areas that need machining so a jig for one type may not fit another makers. Also unless you have access to some machinery and know how to use it, don't even consider it. And then there is the finishing. you can do without the hard anodizing and just paint it, but the hard anodizing really does add just a little bit of toughness to the aluminum and that will set you back about a hundred bucks unless you do a few (a hundred bucks is most anodisers minimum charge). At the end of the day for what you can get a stripped lower for, it's not worth it, and really, since most of the work is done you can't even really say look I did that.
Using a jig to Drill a few holes is not what I would call 'Milling' a receiver.
And those that have the machinery and tools to do so.....most likely won't tell they have.

Just have to make sure to contact the RCMP and register it, sometimes they will require a photograph of the gun to confirm things. Needs a serial number and I think a MFG name or something and that's it (not sure on the MFG name, if you need that or not as a home-built gun)
Now you can't go and start making firearms for sale unless you have a Firearms Manufacturing business license, but otherwise you can built guns at your leisure for personal use as long as they're not sold, and classified/registered properly (if restricted)

i registered mine before i started to machine it. had to send it to the RCMP back east, they gave it its own FRT number and mailed it back to me with registration papers attached.

100% correct, not worth doing, unless you really have some time with throw away, and what do you get after?? a cast receiver then maybe close to spec?
Putting no value on you time, you would have $500+ into something that's worth less the $100.
