And the other concern is whether the CBSA will drop the dime to their US counterparts. I had this happen a few years ago while legally exporting some blank ammo for a movie we were working on. I was asked anything to declare? Answered "yes" 30000 round of blank ammo, the CBSA broad said wait a minute, closed her window and picked up the phone. 2 minutes later I was surrounded by US Border Protection agents, guns drawn.
Fortunately the lead US agent realized I had spoken with him just minutes prior, he checked my paperwork again and all went well, however.........

OP Most scopes are covered by ITAR, so best to shop at home.

Yes I WAS in Canada making declaration in preparation to do the B3 commercial import paperwork. Why the CBSA agent opted to call US authorities baffles me as well, none the less a true story.
I have heard rumors from a few sources that the US pays a "bounty" for information on illegal exporting.

No. Not leaking info, her purposefully picking up the phone and calling them to report "possibly" an illegal exportation PRIOR to her ascertaining any facts what so ever.

There are international agreements between canada and the US to openly share information. That's why the US customs agent already has all your police and court records as soon as they type/scan your passport, even records that have been expunged in Canada are still there for the US.

And as above by sheephunter, you have not been admitted into the country until you clear customs/immigrstion. You are simply in a transit area on canadian soil, not actually admitted into the country.

Same thing in all international airports.
 
I wonder what happens if you buy from a US company that doesn't have the export license and he gets busted. Will they come after the Canadian who bought from the busted US company?

If you're doing it via a mail order, I'd assume the only way the seller would get busted is if they open the package, which means you don't get your scope and they may come after you.

If you're physically bringing it across, then the seller is more than likely off the hook as I don't believe it's a requirement for a retailer to verify residence on an OTC sale of a scope.

Either way, you lose.
