So I have access (or soon will) to some CNC, and I have the 'bright' idea of machining out a polylithic AR-15 upper. I know that the lower receiver is the "firearm", so is there any legalities I need to cover before I make this upper? I want to double with the folks who are generally more knowledgeable about these things.

Make me one to, I'd like a 15" forend, nice and light, continuous top rail and no rails on sides or bottom, nicely anodized then cerekote flat dark earth finish.
Couple hundred dollars sound good? ;)

so basically you agree? Its factually incorrect to say that AR uppers are totally unregulated

Since the OP said nothing about walking into a courthouse, you completely jumped the shark on this one.

AR uppers are unregulated in the context of the OPs question.

Cans of tomato soup are more regulated. And just try taking one of those onto an airplane or through a courthouse metal detector.

Mil-Spec Upper or Commercial Upper?

If it's Mil-Spec it will be a NAFTA Item and controlled under ITAR.
DND/CAFCSOR Approval would have to be obtained before you start.

Then try bringing one into a courthouse, airplane or political rally. Those venues prohibit firearms parts of any kind.

You can get into a courthouse if you have a valid reason and they're ok with it. Same with airplanes it all depends on who you speak with they will want it on checked luggage though. political rally heck they might want to hold it up and say from my cold dead hands!

I've taken live ammo through the airport they ended up giving it back to me it was during the winter Olympics as well which made it even more funny they were like what's this I went a 22 lr round. Why is it in your bag? It's my range bag and must of got stuck in the bottom. I'm going to have to take it that's fine do you have a PAL? What's that? O it's this card here you have to have it or be a police officer to legally have ammo. If I give it to you me and you could be charged with an offense. He went O I said give it to that police officer walking past he went I don't want it. What do I do with it just give it back to him. He opened my bag dropped it in then handed me the bag and said have a nice flight.

I was laughing so hard in my head when that happened I went wow so much for the 1 billion spent for the security of the Olympics.
