I won't suggest which scope is better as I've only used the Hi-Lux CMR and never used the Vortex.
I will tell you my experience with the Hi-Lux AK 762 though.
Bought from Wanstalls in May 2013, mounted on my XCR 7.62x39.
Iirc, 400 rounds in, I was shooting in the rain. Fondling the gun the next day I noticed the rubber o-ring sealing the lens had popped out and my scope was fogged.
*Wanstalls dealt with warrantee for me, through Wolverine. Both companies excel in customer service.*
I mounted the replacement without problem and fired another ~1000 rounds, all was good.
Around the 1000 round mark I started to see the reticle wiggle. I could see it while I reset the trigger for the next shot. POI never changed so I lived with it.
More recently, ~4000 rounds, I noticed a very slight fog. Again it was after shooting in the rain.
The scope is still on the gun and I have no intention of warranting it. It's time for a new scope and I'm buying the Vortex.
My first impressions of the CMR were good. Nice clean glass, good tracking and positive feeling turrets. I've always had a problem reading the reticle, it's too fine to read the numbers, but when you can it's accurate.
After 4000 rounds the turrets have a little extra wiggle, nothing serious just some play that wasn't there when new.
Overall, I wouldn't recommend this scope.

Based on people reviews and posts, I have drop the Hi-Lux CMR totally.
Right now I am debating between Vortex Viper PST 1-4 and Trijicon Accupoint 1-4x24
Yes, I know that they are not in the same league of build and quality, but I really like the no battery and fiber optic and the durability that the Accupoint has, and probably will suit my rifle build better (SHTF Rifle)
So I guess, buy once cry once....
For use on a 300 BLK it seems the CMR 762 would be the way to go.
