You're obviously talking over 26" folded too correct? Correct me if I'm wrong, but welding an extended choke on would be the same as adding more barrel right? In the US they weld CAR style flash hiders on 11.5" AR's to bring them over 16", so they don't fall into the SBR category. Wouldn't this be the same?
 
A permanently attached muzzle device (pinned and welded like they do with 14.5'' ARs in the states) counts towards overall length but not barrel length.

This is how I interpret things as well....as do several other professionals I trust in the area of CDN gun law interpretation.

Heed the "interpretation" thing tho......Anything outside of what is manufactured and retailed officially in Canada will be subject to scrutiny...and "interpretation" which is always painful on the defendant side of things. You may well prevail but take a beating on the way there. Sad but true.
 
The extended choke on my turkey barrel adds .990". I don't know if there is a longer one available. Maybe that big ugly breaching choke is longer. I have shot shorty shotguns with chokes and they pattern pretty well. Adding a choke may be worth it just for the performance increase. It might be cheaper and easier to pick up a 14.5" barrel. It would solve your oal problem and reduce the chance of running afoul of the local PD and having an expensive legal fight.
