Hi all

just wanted to pass this along

I ordered from brownells a Fulton bolt for 229 .... they held my order for a week .. then their international dept got back to me and told me this :

Thank you for your interest in Brownells. As of July 8th, 2013, our Dept. of State did recognize the ITAR, International Traffic in Arms Regulations, exemption raise in dollar values of $100.00 to $500.00 for gun component parts only.

Regulated items still require an export license, regardless of their value or quantity.

Under the new exemption, our Dept. of State requires an end-user statement to be kept on file for the specific order the exemption is being utilized for.

Please complete the attached end-user statement and return to us as soon as possible, so your order can be released for shipment.

We do appreciate your co-operation and thank you


I then proceeded to fill out the " end user statement " as they require this and a signature .... ... basically i said it was a replacement part for an M1a hunting rifle with an out of spec. bolt ...

it took awhile to get here........ was held at customs and i was charge GST and hold fee ....

and now its in my hands

here is the proof ..

so far i find bolt is very well made and very dark blue..
- it fits very tight in the norc reciever... ( upon first glance the bolt lugs are bigger than the norc .... so some lapping has to be done .. ) other than that it fits tight !!!!



just thought i'd pass that info along to others ....

So, if I read correctly, your Fulton M14/M1A Bolt & Roller is not considered as being the equivalent of a "Frame, receiver, barrel and barrel liner" by the U.S. Department of State. It looks like it is rather the equivalent of sears, triggers, magazines, etc. - with the ITAR exemption now being raised to $500.00 - and the manufacturers still have to be registered with the Dept. of State.

A little more room to play. Good to know.
 
i was having alot of trouble to source it in canada... none of the dealers had it in stock and most wouldn't even email me back.. ( epps and marstar did email me back ... they are usually good for parts )

as you noted..about itar .. i thought the bolt would come through and so i went through the pace's .... and apparently its alright, with the end user statement... ( Brownells will email that pdf to you went you order it )

so far i find the fulton bolt to be worth the money ( well made ... but has to be lapped in as it is on the large side )

i also ordered some lapping compound ... 240 and 600 grit ..


so far ... it doesn't fully close on go gauge but it is close

i thought there maybe a few folk out there ... that were in the same place i was..

so far .. i've put a criterion barrel on it and i'm as happy as can be... (barrel from armtac ).... now to get this bolt in there and see what is what !
 
I'm curious, does this "exemption raise in dollar values of $100.00 to $500.00 for gun component parts only." count for Canada only or is that a general thing?
 
actually ... brownells filled out all the forms for the bolt

but you do have to fill out their " end user statement " which just asks some simple questions ... and it has to be signed


and that is it ...

My package was definitely looked at by customs... they took 3 days to look at package and paperwork... and then they applied Tax and a holding fee to the parcel and let it go !!

i'll see if i can get a blank end user statement .... and post it up, so you can see the small amount of paper work that needs to be done..


I think the way it works is if your gun part is specifically mentioned in itar, then it has the 500 dollar limit applied ... and the stripped fulton bolt is well under the 500 dollar limit !

really not sure if it applies only to canada .... If you contact brownells international dept. they could definitely tell you if they could ship one to your country ! ... i'm not sure why they wouldn't ..

... they will send you this form in a PDF file... you fill it out on the pdf ... then print it ..... then sign it ... then scan and email it right back.... total of 10 min maximum to do it
 
There's only ONE problem with that Fulton bolt ya ordered and received! :eek:

Ya gotta take the white grease pencil or China Marker (Staples) or white crayon (raid yer kid's Crayola stash) to those great looking Fulton Letter Stamps on the top of the bolt. This was a favorite ritual of ours on the NRA High Power Shooting Team from Canada. :D

Looking down at my M1A with a TRW bolt always brought me great joy! :dancingbanana:

How about a range report on how she shoots? Remember to put aside 3 fired cases from that Criterion barrel and Fulton bolt install and then I will email or PM your chamber dimensions back to ya! :D
