Has anyone ever encountered a bolt getting stuck in the fired position on a Savage 110? I pulled the barrel, thinking it may have been a stuck extractor but with no joy. Hitting the bolt handle with a lead hammer brings it to 3/4 rotation but the round cocking disc will not allow the bolt to turn 100%.
Scope base screws are not the issue.

Did you remove the bolt assembly screw yet? Since you have just a bare action with the bolt and you don't see a broken cross pin, I'm wondering if the firing pin is jammed. The cocking piece and sleeve should wiggle when relaxed. If you remove the BAS, these pieces should wiggle and you should be able to find the jammed piece. I have seen pieces of shaved brass interfere with firing pin travel on a 700, no reason why it wouldn't happen to a savage or any other. The bolt body is case hardened and broken spring pieces should, repeat should, slide and not dig in but brass seems to be able to stick sometimes.

That's what I would try... take that sucker apart, strip it down if you can... something has to show up...

They are usually fairly tight and snap when loosened. If you use the bolt handle on the bench top and press down with the ratchet it is very easy to loosen.
If you have corrosion in there I would suggest a bottle of Evap-O-Rust from Canadian tire.
