Found a 52 tula with a 1 as a serial number, friggin cool. It is a refurb with a black bayonet , but hey it is a #1!!! Will post pictures later.
 
...well, that settles it then...ALL of the surplus SKS's ARE in Canada.;)

I would say that's an accurate statement, who else is importing them? Probably no other country at this point.
Having said that, there seems to be no shortage... Westrifle is bringing another 5000 to our shores... and will be keeping their buyers well stocked!
Prices probably will remain rock bottom. I wonder if the best examples are pretty much gone?

There are countries in Europe that do.

I have seen "relatively" fresh shipments of SKS in big box stores.

There are crates of all mismatch laminate stock refurb ( one crate was all refurbs, various years, EVERY SINGLE HANDGUARD WAS ORIGINAL/BIRCH, but stocks WERE ALL LAMINATE ).

Two of the later crates, all non-reblue'd, non-refurb, numbers matching (no evidence of force matching) '51-56.
