Guns in the USA

You can bring firearms into Canada from the U.S. , just declare them , pay taxes and duty , show your PAL and you are good to go . The problem is on the U.S. side , you can buy many firearms at gun shows in the U.S. with no questions asked , the danger is being caught with the firearms in transport before you get to the Canadian border by U.S. Law Enforcement because it is illegal on the U. S. side to buy firearms.....pay your money and take your chances , many do it and never get caught.....but some do !

We live in Ontario, and my wife is a US Landed Immigrant and thus still a US Citizen complete with passport. So in theory, she could receive a NR firearm from a relative or purchase it at a store, transport it to the border legally and simply declare, pay taxes and show her PAL at Canada Customs?

Don't rely on "In theory, she could................."
Do your homework about what would happen in reality. :)

A US citizen with no residency established in a *particular* state cannot lawfully purchase and take possession of a firearm in the US.
(Which includes US citizens with landed immigrant status and residency in Canada).

You can thank US Gun Control Act of 1968 for that.

No, for multiple reasons.
