just because it is a rifle mag does not make the capacity restricted, it has to do with the type of rifle, If the mag was stamped mossberg MVP this would not be an issue.NO... they have to be "designated" as a "rifle" mag for the rifle restrictions to apply...It is all terminology and marketing that creates the problems... the same sort of issues arose with the 10/22 vs Charger pistol BX-25 mags from Ruger... because they marketed them as for "BOTH" the rifle AND pistol the pistol restrictions applied and the mags were deemed prohibited (due to their 25 round capacity)... semantics and "horse-pucky" but those are our screwed-up laws...
Let me put this another way, just like if a manufacturer designed a semi auto rifle now that would also fit mags for a bolt action that has already been available with 10rnd mags for years (ACIS, steyr,sauer, etc). would everyone have to pin their bolt action mags? no, you would be allowed 5 rounds in a semi and full capacity still in the bolt guns regardless of the mag because that is the law.
