I would not temped normal 12ga flare or bear bangers there still could be some pressures there

If you have 2 3/4" 12 gauge flares and bangers (like the ones from Margo) to fire them out of a 26.5mm flare gun, you would have to ream the adapter. I can't see how this is illegal as long as you only fire flare or banger shells through it. You would have to be careful to insure that the adapter is not used to fire live 12 gauge shells but otherwise I can't see it being illegal if only legal shells are fired through it.

That's an interesting way of looking at it.
I think you're most likely correct in that it isn't illegal. That said, I wouldn't want to be the first one to explane that to a judge.
