What are these?

Not a head space gauge, as I picked up about 20 after LE used a local range. Some sort of training round I speculate, but would like to know as well. To the OP, do you shoot at Stittsville?

That's pretty common with LE forces and military training by these days. About 15 years ago, IVI (then SNC-Tech) started to shoot prototypes of this and simunition all over the range nearby my place.
 
One shot and throw away... I must have spent IVI and Simunition laying around here, will try to find them, if so, will post pics.
The range here is a 10 minutes drive from IVI, and that's where they shoot that stuff, so, there are tons of these cases (and projectiles) laying on the ground :)
 
On further research, it appears that the rimfire cartridge shown in this video presentation, appears to be 22 LR. With a probability that it is certainly no larger than 25 Stevens. And it is definitely too small to be a 9mm rimfire Flobert.

Yes Sir.........that is where I found them, range #2.
I would guess there was close to 50-60 on the ground.
I could not see any type of markings on them.
