Bulged case like that does imply the chamber isn't doing it's job and it's pressure holding properties seem to be compromised.
Turns out the bottom of the chamber has been attacked with a dremel, I'm guessing in an attempt to make it feed better.

or three or four...Rather than risk an accident , it might be wise to purchase another SVT 40 as there are lots around at good prices.....and keep the one you have for a parts just in case you ever need parts in the future . The endless supply of these Russian Surplus rifles are bound to dry up in time , it might be good to have a parts rifle...
