Not sure if I have a problem or not, or maybe two problems?
Both 22 rimfires, semis.
Fill the mag, insert, pull bolt back, feed the chamber and pull the trigger.
Both fire and toss out the spent ammo.
Now if I feed the chamber, pull the mag and pull the bolt back, neither spit
out the unspent round.
Is this normal for these kritters?
 
Both rifles stripped right down and cleaned.
Picked out the crud from the end of the barrel recesses too.
Need to try putting one round in the mag, chamber and unload
with the mag still inserted and see what happens.
Bolt held opened with the charge handle locked in place and
the unspent round falls out when the barrel is raised.

Weird issue, and even weirder both suffer the same problem. You've cleared the extractor cut on the barrel, how about under/around the extractors themselves? Good hook on them? Older Cooeys have a "J" shaped leaf spring held in place with a screw (and can be tweaked a bit), later models have a spring loaded flat plate extractor held in place with a roll pin. Make certain the channel the extractor sits in isn't gunked up, and springs are good.

If the unfired shell falls out with gravity, it certainly isn't binding. No reason why a good extractor can't pull it out too.

There is no ~ on the "J" part of the "J".
Now to find one.
The other is a flat plate type that looks good, maybe needs a bit of tweeking.

there has to be a "hook" of some sort that catches the rim and pulls the casing. I have a bolt that shows a screw holding it in place. the "newer" ones have the extractor held in by rollpin. but it does still sound like wear to the bolt or action housing letting the bolt fall lower and extractor cannot pull the casing.
 
The freight would make it a no-no.
