Need help with stripped threads

My brother who lives 1.5hrs away has an old 10/22 (guessing 25+ years old). One of the scope base screws are stripped. He tried using a few strands of steel wool and loc-tite but that did not work. I told him I will tear it apart and drill/tap for the next size up. What was the standard size and what is the PROPER next size to go? I hate o drill and find there is not enough meat for threads. If I can find this info out, I can get the screws and the bit I need. Thanks,Darcy
 
If he is lacking in experience, what about degreasing the hole and screw and going the old JB weld route? That would work fine for a stock 10/22.
 
Brownells sells a .146-48 tap and matching screws to solve this problem.
I have done this a number of times.
Going to 8-40 is another option.
