New Off Road Vehicle Laws in BC

Licence plates and registration will become mandatory for off-road vehicles if legislation introduced Monday by the provincial government is passed.

Bill 13, Off Road Vehicle Act, will establish a one-time registration system integrated into the Insurance Corporation of British Columbia's existing vehicle registry, reducing implementation costs, the provincial government said in a press release.

"ORVs will have to be registered and display a clearly visible number plate before they can be operated on Crown or other public land," according to the press release.

The legislation will also require such vehicles to be registered in a database to help police and conservation officers track down the owners of stolen or abandoned ORVs.

Officers will also be given "more effective enforcement tools to target the small number of irresponsible ORV owners that endanger others or damage sensitive habitat." The measures include the power to stop and inspect ORVs for violations and to seize an ORV for safety or evidence purposes. The maximum fine for offences will be increased from $500 to $5,000.

And the legislation will allow development of safety standards for operation - such as wearing helmets - and conditions of use.

"Whether hunting, fishing, getting back to nature or just getting to work, many outdoor enthusiasts rely on off-road vehicles to augment their rural experience," Forests, Lands and Natural Resource Operations Minister Steve Thomson said in the press release. "The Off-Road Vehicle Act will secure the future of off-road vehicle use in a way that is self-sustaining, safe and environmentally responsible."

An estimated 200,000 ORVs are used in the province and B.C. is currently one of the last provinces in Canada where registration of ORVs is not required, according to the provincial government. Conversely, snowmobiles have been registered in B.C. since the 1970s.

Get your wallets out BC boys. This is following the Ontario model where plates, drivers licences and mandatory helmet use and insurance are in place. Won't be long that a mandatory operator's course will surface (with a fee of course) like the boating law. Just a money grab. I like the lame remark that it will target irresponsible ORV operators. This will only target the honest guy with a few bucks.

ya i love paying 400$ on insurance to ride my bike 3 times a year, in places where the only damage I could possibly cause is to myself and my own bike... such a money grab, I blame the the idiots who get wasted and then go quadding on may long and end up running over all their friends.
 
Don't see any mention of insurance, that's the big expense, still not prohibitive. No reason these things shouldn't be on a par with motorcycles from a liability standpoint. We've required registration and insurance for years in Alberta. No big deal. Also minimum rider ages, yet kids still manage to get killed. Helmets are a totally different issue and I guess if you have a steel noggin and feel invincible, don't wear one. ;)

insurance is mandatory for ohv in alberta on crown land. I was just saying it sucks.

They should be cheaper than a street motorcycle, since there are usually few to no people around while you're riding and usually no property to damage no cars, pedestrians ect. It's also the idiots who finance quads and bikes and then must put collision on it, like seriously? collision on a dirtbike/quad?

Use my quad about the same. Insurance is part of my farm policy, liability only and plate doesn't get renewed till the snow is well gone. ;)

probably not they know they can't catch them. Some people I know view that as standard procedure when they try to pull you over on a bike/quad. Their dual sport bikes just can't catch a 450 and they know it, so they'll go wait at your truck if they can find it.

Not too sure just how legit this is but I heard the policy in Ontario is that the cops on ATV's can not pursue, I heard its not worth someone getting seriously injured or killed over.

I pay insurance on 4 machines, plates on all of them, I thought this was standard in ALL provinces. You only buy the plate once, I think its about $35 and insurace is a good idea just in case it ends up on the rez

why would they need to? they just need to find the vehicle you towed in your ORV with and wait or get you coming out to the main road and fine you for no registration now that every ORV will require one regardless of it being on a trailer when you are stopped.
 
One thing that this may help with is the theft of vehicles. A lot of them wind up in provinces that do not have registration.

Don't need it on private property. No helmet, no plate, no age limit, no insurance. To many rules on crown land or trails. Ontario is a nanny state with so many sheep out there better they stay in the city and ride the bicycles in the park.

you wouldn't be getting caught on crown land then if it always stayed private. Exiting an area with just crown land is self explanatory to police and with ICBC on board they control all your rights to future vehicle registrations and drivers licence renewal in BC, when push comes to shove they win.

ptivate land riding is a no brainer, the landowners insurance will cover any accidents or his land will, that is good enough for the authorities
