I thought it was lawful to remove any invasive animal in Canada. If it's not native you can kill it. .

"The ministry says that by placing them on the "Schedule C" list of exempted animals, it hopes that hunters will help the province in reducing their numbers.

I would have to think the ones editing the news release got it wrong.
Typo error and would check the official web site for updates.

The road out to Nazko before Honolulu Rd had some sightings in November 2012.
Then there has been rumor around Harrison for years but, have yet to see evidence of such.

following Schedule “C” wildlife UNLESS you
are hunting them on your property or they are
damaging your property:
(a) Corvus caurina - Northwestern Crow
(b) Corvus brachyrhynchos - American Crow

(d) Molothrus ater - brown-headed cowbird
and the eggs of this bird species may be
destroyed.
