Hello

I have an original Ross R Sporter with Dominion of Canada Cross Flags and "NIAGARA FALLS'
stamped in the stock.

Would this be considered 'Home Guard' ???

I suspect you are not going to get a definitive answer. I don't believe anyone alive knows the background of this rifle. Certainly it does not fit a previously observed pattern.

There might be records, but you'll have to dig through the local papers and archival records. You could start with the newspapers from that area in WWI. If the local Home Guard units were equipped in this way, there was probably mention made at the time. The number "71" would suggest there were others.
 
Most likely not home guard, rather militia. During WW1 there were 24/7 Guard/Patrols around all bridges across the Niagara river and the power generating stations. I don't recall seeing photos from the same activity happening in the 40's...though no doubt there was.

Depending on where the OP lives it may well be worth a drive to Niagara Falls and a visit to the Armoury, 100 years ago I'll bet that butt stock rested on its floor when not on patrol;).

That is the coolest souvenir. Beats the heck out of a cheesy ashtray/shot glass/T-shirt.

Check the souvenir shops, maybe the have some old stock.

I have a Ross Sporter like yours. Mine has "Niagara Falls 54" on it.
Apparently it refers to Niagara Falls Home Guard Rifle 54.
These were local units guarding the Hydro plants and the Welland Canal against saboteurs during WWII.
PM me and maybe we can solve the mystery.
