The lower look’s proprietary and not a standard AR10 lower. There could be a chance it could come in if an importer wanted to submit to RCMP CFC.

Yes but if it doesn't have a valid FRT though, wouldn't it require a new one in 2024 now to be imported? Its not a new design but it's new to Canada and new to getting an FRT. Maybe I'm mistaken though.X17 was developed before December 15, 2023.
It does require FRT to be imported, yes. Date of design submission doesn't matter, what matter is design predates C-21 coming into force. That is legally. Reality is though some guns are approved and other like some .22 and 12g declared as "AK variants". Also reality is some guns like ATRS MS were issues NR FRT record and then it was changed to prohib.
