209 Primers, Qty 12 X '0' buckshot (.32 cal) pellets per load, 24.6 grams of 700X, IMR, Winchester 2 3/4" Poly shell low brass. Would this be safe, IMR shot shell says "00" buckshot, I have "0" buckshot

Why not look at your manual for an 'O' buck load? Still loaded by the weight of the shot though. And get the metric system out of your head. It doesn't apply to reloading.
SO I went out Sunday to Range and fired 3 shells from this load. First was covered face shield, heavy gloves and shooting from mound protected. Shot straight down range. OK, that scary bit was over and I put up 2 X 3ft card and paced up 25yrds. First shot only 3 pellets on cardboard. Second shot - 8 pellets in target (fired on same target as first). The punch from shooting was less than #7 bird load, which I fired for comparison. Not sure if I could bump out powder safely, but happy with overall performance.
