DR.Lector Whay would you not turn down a Dlask Barrel. Any specific reason.
There are lots of reasons,
the first being that the commercial Dlask 20" is available
in fluted version only.
Although we have incredible barrelsmiths in Canada,
turning down a fluted barrel is not an easy operation,
(and quite risky).
I don't mean to sound rude or anything, so please forgive me for this,
but with your opinion about stress relieving
(and probably other things as well),
I predict less than satisfactory results if you attempt to
turn a Dlask barrel (fluted or not),
especially with stress relieving - prior to OR after machining.
In addition, almost any heat treatment
(even stress relieveing, a very "mild" heat treatment)
will have not so favourable influence on the breach area
(Dlask barrels, like many others, have the breach face hardened).
So, with all due respect, my humble opinion is
that you might want to please stick to the things you know
and follow what it was previously suggested in this thread:
-go with Shilen, which, after Broughton,
has the (best) record in a lot of competitions.
You can buy it from CGN sponsor MysticPrecision
(about $350 and change, IIRC),
-go with Lilja (its name is enough).
You can buy it from CGN sponsor Alberta Tactical Rifle,
(some $500+ at your door),
-go with GM, from CGN sponsor Fabsports (about $200+ at your door),
I have dealt with all the sponsors above
and I guarantee they deliver an IMPECABLE service.
-go with Bits of Pieces, as many others did and posted
good results and satisfaction.
I am sure you will be satisfied with any of the above choices.
