10/22 barrel with the air cooled holes.

Green mountain makes something like that. Can't remember the name of it but its on their site and Bits Of Pieces sells Green Mountain barrels in Canada. As to the legal limits, rimfire rifles have no minimum barrel length to remain non restricted. The firearm must be 660mm in overall length in its shortest possible configuration. So folding stock folded or collapsible stock collapsed. You can shorten a factory barrel to 457mm (17.99") but any shorter and it becomes prohibited. Plot twist! You can install a barrel shorter than 457mm provided it was manufactured at that length.(Dlask 12.5" barrel for example) now with the original 10/22 stock you can go down to a little less than 8" barrel to remain 660mm overall. A longer stock affords a shorter barrel and vice versa.

Does this barrel exist?
Do you mean like this:

That is actually a barrel shroud made by kinetitech.
ht tp://www.kineti-tech.com/1-2-x-28-threaded-for-22-223-556/

remove the space between the 2 t's and cut and paste the address

You need a threaded barrel for these, but others are made to clamp on to your barrel with set screws.

Here is my SR-22 with a Kinetitech shroud on a Dlask 8" barrel, although mine does not have the holes:

As you can see it fits the SR-22, I am not sure about the Troy chassis
