Short barrels and Canadian firearms laws are funny. If the owner saws off 2/3rds of the barrel, he's a criminal. If the barrel was shortened by the factory and the gun shipped that way, it's 100% compliant. To answer your question, let your fingers do the walking. But be careful before even thinking of having one shipped from the US. Until you know what you are doing, the answer might be very painful.
 
Talk to Dlask. I don't know if they still do but in the past they had no issue doing custom lengths and profiles on their 10/22 barrels. There is an extra cost for a non-production piece but it was reasonable.
 
I was looking for a 10" barrel with out any luck finding one. I ended up going with an 8.5 Dlask barrel with a 2' compensator instead.

This was what I was thinking of doing but thought I’d see if there was a 10” option out there!
May I ask what combo of barrel and compensator you got from them?

I got the 8.5" stainless steel non-fluted bull barrel with his XB-5 linier comp in stainless steel and am very happy with it.
