So I'm going to ask a silly question since I would like to do something similar. Does that short barrel make it restricted or does it count as newly manufactured ?

Nope, as the overall length of the rifle is 1/8" over minimum allowed. I would've gone with a 10" tube to have a clear edge over the minimum & still have the cool look.

What’s your opinion on the Dlask compensator?
I’ve been thinking of getting one for my 16.5”.

Dose it reduce noise to the shooter much?

Bought it to get the build just over 26" I don't notice any noise reduction really.

Couldn't tell you. It was quite light though.
