My vote's for the 10/22. Very easy to customize with a ton of aftermarket accessories to build whatever type of rifle you want.
If you want a $1000 .22 plinker, go for a 10/22.
If you want a nice, accurate .22 right out of the box, and can be made real sweet with about $50 in after market parts, go for the 597.
(I have one of each, plus a Ruger Charger that is based on the 10/22 action)
... its fun as hell tho.
