How I read it is that all of the existing 5-round magazine requirements will require them to be permanent rather than pinned or crimped. I'm guessing this will affect things like the SKS, some pistol magazines perhaps, but I don't think it changes which firearms require 5 rounds (ie. semi-auto centerfires).
Though it's probably coming next, no doubt. But if they say all firearms must be 5 rounds max, no exceptions, then that causes a major problem for all kinds of firearms since most don't come with 5-round magazines and pinning or crimping is really the only way to modify them. This would sure poke the bear if they did it since even the most casual firearm owner likely has something that would have to be modified or surrendered.
It's all quite silly considering how rarely, if ever, the current rules are insufficient.
