just if you go to refill it at a dive shop if it is expired they recertify it for 50-100 bucks just like propane cylinders

then they refill it

Has a cylinder that’s expired actually caused any issues or harm?

I'm guessing your talking about the rifle/pistol cylinder... and not the bulk tank.
- It's only crucial if you're planing on shooting at ISS- sanctioned match. They have a 10 years old limits.
- Having "expired" cylinder will negatively impact the price of a used rifle/pistol

Personally, for the serious-basement-plinking I do... I'm not overly concerned.
