could I make a bear banger (12 gauge blank) with triple 7 or smokeless powder. but what do I use as a filler. the civil war buff must use something somewhat safe for ther war games.
 
I am presumeing that you reload for 12 gauge and have the appropriate set up to do so.

I do not reload shotgun shells ...I do not use black powder. I do however fireform hundreds of ctgs. every year with smokeless powders to make other calibers...with out bullets in the cases.
I would suggest that you just reload your 12 ga. like it says in your manual useing the same or a slightly lesser charge of the appropriate powder and add the shot cup and poly buffer and crimp as usual but.....OMITTING the shot.

Noise level will be the same as regular 12 ga.

Please be advised these may be termed Blank shotshells however they are still lethal to about 7-10 feet. Try them out at short range on a plastic milk jug and you will note that the buffer and wad will definately penetrate the plastic and then some. Even if you omit the wad and just fill with buffer it will cause damage.
I make shotshells for my 45/70 and have tested just powder/buffer and topped off with foam wad and crimped..this charge is less than a 12 ga. and will still blow up milk cartons at 4 feet.
 
Not knowing were, how, or why you plan on using these bangers, why don't you just use live rounds and not aim to hit the ???? Like said before wads can cause some damage and with a live round you get the best of both worlds or if you just want to pi$$ a bear off use a paint gun.
