16.5” barrel & scope issues need help fixing

There was something else going on here, changing the height of rings should not change the point of impact(elevation wise) much.
I suspect the real change came into play when the gun was actually shot and not just bore sighted.
The OP should take a look through the bore now and see how things line up at 25m(like he tried at first),now that the gun is on target at 100.
The scope looks to be in the right spot,assuming the eye relief is OK.
Glad the problem was solved,in any case.

Came stock that way from Remington.
