depends on how steady the shooter holds the rifle. the longer the barrel the longer the travel time. So if your hold is unsteady there is more chance that the POA will be moved in a longer barrel. If you're load can burn all the powder in a shorter barrel than velocity should not be affected too much. And no I don't have a formula to calculate burn time vs barrel length.
Ha - is not so hard - fire 50 rounds - some of the holes must end up close together - call the other 47 rounds "fliers", and voila - have your 1/4 MOA rifle, right there!!
