what numbers you got in your rifle with the previous lot?
I bought a 5lber of RL 19 in Feb 2016 from wholesale sports in Calgary. The powder looks and smells fine. But is terribly slow with respect to velocity.
Case in point:
30-06 62 gr RL19 155 Berger 2650 fps, whereas 60 gr H4350 gives 2970 fps
I've had these velocity problems in multiple other 30-06's, 7 mag and 300 mags with this jug of powder.

Is RL19 temperature sensitive? Cold weather?
Shot through a CED chrony, at 0 deg C, through a 24" Rem 700 barrel. They were shot right after the 60gr h4350 loads that went through at 2970.
I will find another calibre to use this in where I have more room in the case to keep increasing charge weight.
Yup, had it open in front of me when I posted. Again, why RL19 in '06 with 155s?? It's too slow from my experience and manuals. It's significantly slower than RL17, my burn rate chart puts it 10 powders slower than H4350, that you are expecting it to equal. RL19 is down by H4831. Again, what were the other loads this batch underperformed in?Doesn't sound like you own a manual either....
Quickload predicts 2950fps as well.

I use RL17 in '06 under a 150, RL19 under a 230gr in 338WM. What are the other recipes that don't work for you?
