So, I've got a handful of questions specifically about the 17-223, however I feel they relate to all necked down wildcats.

I have a lee collet neck die for 223. Can I get a 17 rem internal assembly for this die, and just neck size with that?

Once they're necked down, can I bump the shoulder back with my 223 fl sizing die, with the expander ball removed? Or will it only push back a small part of the shoulder?

Can I get a 17 rem die, and just run the brass short into this die to neck size? I guess if I'm getting a 17 rem die set, might as well make it a 17 rem instead.

Thoughts?

It is hard to get 17 cal bullets to hold together at speeds above what the 17 rem will push them. I cannot keep the 20 grain hornadays together out of my 17 rem.

Well, I'd love to do a 17 fireball, but my savage action won't eject them at all. Figured I'd use the 223 case, and just load them down a touch. Or however they shoot accurately.

Why will your savage action not eject the fireball case? The bolt face is the same as the 223 or the 17 rem. Personally I would chamber it 17 rem before the wild cat if you ever want to part with it you would still get money for it. Really no performance gains to be had. If you have the 223 boltface you should have no problem with the fireball case I would have a visit with your gunsmith about the extraction issue.

Very few actions eject the fireball case reliably due to the fact it is so short. When Remington chambered it in the 700, they had to move the extractor. Fireball actions are not easy to find.

We actually bought 17 fireball snap caps and went around seeing what action would eject that small shell. Surprisingly the browning x bolt flung them out like no ones business. But I ended up buying a factory 700 in the fb so I'm happy

Someday I will own a 20 Vartarg and have been doing some research. Did any other actions work acceptably well with the fireball case or just the xbolt? I know a factory 700 fireball action would be the easiest but they seem to be quite rare.

I had a fireball in a number one that worked fine and any of the falling blocks I would think would work. Interesting that it does not work in the longer action. What about a cz mini Mauser with the controlled round feed?

I know CZ used to (not currently) offered the .221 Fireball in their action. I do not know if they made any changes to the action as Remington has done. If they didn't make any changes then it would be as good as any other action for the cartridge.
