with the costs of the .17 ammo to plink and hunt....I would choose a .22 caliber.

That is a tough question. If you are looking for new -- there isn't a ton of selection for semi 17HMRs as there was a recent issue on Remington's 597 and a mass recall. The ammunition manufacturers are not recommending that the 17HMR be fired in semis... I don't have a ton of info on it as I don't shoot semi 17s but it is something to be aware of.

For plinking and hunting, .22 might be a better choice. Not only cheaper, but wont destroy the meat as bad.

Henry makes a Lever, not too sure who still makes a semi.

Yep, to stay within your price range I'd have to go with a .22 LR as well.
The only semi that safely shoots .17 HMR is a Volquartsen and that will probably run you between $1200-$1600 depending on model.
