1899 303 Sav. Hard to open action

So a buddy had this given to him and wanted me to look at it. It needs new wood but the metal all looks excellent. First thing I noticed was that the action is super hard to open. The internals all look very nice. Then its very hard to close. The action works great except the very first and last bit. Unlock and lock I guess you would say. Years ago I had a 300 Sav model 99 and it was super slick to work so I thought I would see if something can be done with this. Any help is appreciated. Thanks
 
I've noticed some of the 'Gun oils' contain canola...or varnish a year later.
A heat gun to warm the metal so it expands slightly and some penetrating oil would be my 1st step.
