1899 mosin nagant

I have found a 1899 mosin nagant for sale for $250, it has been cut down to the 91/30 length it is counterbored, the finish is pretty much down to a nice patina, the bore is rough but the stock is in decent shape. With that old of a date is it worth the asking price in that condition?
 
So from the info you've given the rifle is a model 91 that was converted to a 91/31 at some point?

By rough bore do you mean dark or pitted? I ask cause I have a 1909 m91 mosin here, it's counter bored. The bore is dark but there is lots of rifling left. Might I add that the gun is a very good shooter with both cast and jacketed bullets which surprised me because when I bought the rifle I made sure I got it cheap as the bore looked less then good.

I'd say $250 isn't a bad price if the bore has rifling left and the bolt and receiver match.
