That hole isn’t necessary. Might make removal a tad easier for those dexterilly challenged is all. May also depend on the type/length of the guide plug, though I’ve never run into that. I pull my two piece rods without unscrewing them.
Most of the aftermarket one piece guide rods I have installed over the years were all "trim to fit" and said so on the package. Even recently installing a one piece rod for a friend and it was also trim to fit. I have only encountered a couple one piece rods with a hole for a spring stop but that is a nifty idea they should all come with LOL
I use a dremel cut of wheel and finish with a sanding drum. It's an easy do it yourself affair and you simply trim it back flush with the spring plug ..... easy stuff.
Most, but not every two piece full length guide rod disassembles with an Allen key on the front. I've seen ones that were flat on the front but the forward 1/2 had a cross hole drilled thru it. You locked the slide back & then put a small metal rod thru the cross hole to "unwind" the two pieces of the guide rod.
