1934 Beretta Marked Sk.Y

From my limited reading on the topic, the civil guard was a para-military group based in each area (self defence reserves?) that was separate from the army (which is why they sometimes used different mosin rifles).

Originally SkY marked items would not be SA stamped, however one of the terms of peace with the Soviets in 1944 was that the civil guard was to be disbanded. Which resulted in the personnel and equipment getting absorbed into the army. For one reason or another your pistol was missed. Congrats on a great acquisition! The Beretta m34 & m35s are wonderful little pistols.
