1941 ball powder

I was deactivating a bullet for a guy at work. His father kept them form 1941.I pulled the bullet and the powder was tiny fine balls. The balls were approximately 1/16 of an inch diameter. I've never seen such fine powder in a .303 before. The casing stamp is W.R.A 1941 303 .Has anyone else had this type before.
 
Seems like a pretty standard ball powder. The stuff I have pulled from 5.56 is very fine. A lot of the pistol ball powders are flattened, so they are wider and less fine, like 231 or titegroup.
