The diameter of the light stream that exits the eye piece and hits your eye is called "EXIT PUPIL". The exit pupil on scope is determined by dividing the objective diameter by the power setting .
On a 2-7 X 28mm set on 7X just divide 28 / 7 = 4 so your exit pupil would be 4mm.
On a 3-9 X 33mm set on 9X your exit pupil would be 3.6mm.
At the the low end of the spectrum the 2X 28mm would have an exit pupil of 14mm and the 3X 33mm would have 11mm of light hitting your eye.
Both scopes set on 4 power the 28mm gives 7mm and the 33 gives 8.25mm.
What does this all mean? ... the more exit pupil the brighter the image if the lens quality is equal.
I would choose the 2-7 for a dangerous game rifle.... it is lighter, brighter and would have faster aquisition time in most cases than the 3-9.
