How do you legally export Humvees from the US? Last I checked I couldn't even export the beadlock wheels or spare engines from military vehicles. Americans and their export rules...

You can, but it requires some money.

That’s why a surplused Humvee starts at ~$5000 USD and ends up at ~$25,000 CAD

Quebec has their own laws for contests and it's not worth the effort for most.

Yup. One of them is securing a bond equal to the value of all of the prizes so that if the prizes themselves can not be delivered (stolen, destroyed, etc.) then the cash equivalent can be given out instead. Bonding insurance costs a percentage plus administration fees: add that to the other rules and SFRC would spend a considerable amount meeting those requirements.
