That's how my new Mossberg 930HS shoots. I've tried different slug loads and my brother has tried it as well. With shot loads it is also noticeable high. On a gun with a plain bead for sighting I can't think if anything it could be other than a barrel that isn't straight.

Are there other issues I should consider? Any remedy other than sending it back to Mossberg or buying aftermarket ghost ring sights for it?

I love the gun otherwise but this issue needs to be resolved.
 
This is typical of short, plain beadsighted barrels. You need to compensate by lowering your cheek weld a little so you can see a little less of the bead above the top flat in the reciever. Same for windage by adjusting left to right. Are you using center of the bead for POI or top dead center?

It's a good thought but I tried lower cheek weld without success. I know I'm kind of baby faced but my cheeks aren't that round!
 
I had the same problem with my maverick, I pretty much had to have a glimmer of brass visible above the reciever to hit POA at 25m. A taller bead will solve the issue if your not ready to go GRS. Meprolight makes a nice tritium front that epoxies over your factory bead that should fix you up
