1. Looking for a deer hunting property 2 hour drive from Ottawa (Ontario side) for November 2011

2. Can I get a doe tag that is stamped for two WMU's?? I can obviously only fill one tag, but if I say fail to fill it down south, I could go up north a week later.

If you are looking to hunt private land you will have to go knock on doors. If you are looking for crown land, check out this link http://crownlanduseatlas.mnr.gov.on.ca/

Doe tags are given out for specific WMU's. You have to apply for the WMU you plan to hunt. Good luck in the draw.

Check out if the units have surplus antlerless tags like north western Ontario. You can pick up second or more antlerless tags in most of the units in the Thunder Bay and west part of the province, not sure about eastern Ontario.

I always grab a second tag for WMU 13
 
The answer to # 2 is actually possible

I hunt in WMU 49 and apply to the doe draw. I can draw a doe tag for there. I also hunt in the controlled 90B hunt which is valid for antlerless as well So if I draw a doe tag for 49 I can shoot a doe in both if not only down south. 90B also allows up to 6 additional tags per hunter which is why it is always a doe tag issued.

It is possible but not common. When you are applying to the doe draw it is for one unit only. Controlled hunts the ministry determines if they are antlered or antlerless you only apply to hunt.
 
You can't get a doe tag good for 2 WMU. That is not possible

But you can buy extra doe (or buck, or "anydeer") tags when they have the phone in for extra tags in August. As many as there are available that you get when you call - $39 or thereabout each + $3 to call in
The tags are specific for "season" and WMU and deer ###
So they have extra tags for "bow only", "Muzzle loader only" as well as "any open season" and they are for does, or any deer.
