2 part question.

Forgive my ignorance but I have a couple questions. I have a rem 700 sps stainless in .270. Wanted a left handed bolt for comfort so bought an xbolt left hand in 30-06. I want to take the scope off my remington 700 SPS stainless and put it on my new browning xbolt. I'm assuming I need s new base but do I need new rings as well? And I wanted to trade my 700 as part of the deal but they only offered me 345 for a rifle in mint condition that has only had three rounds through it. Is it just me or was that a very low offer?
 
The short answer is: Maybe. The rings you have now will probably work in terms of height if you buy the same make of base as you already have (ie don't expect a Leupold STD ring to work with Dual Dovetails or a Weaver base). There is no really good way to know if the rings are tall enough, too tall or just right until you try to slap it on the Browning.

I'm not surprised at the offering price from the gun store. Remember that they have to sell it again and they want to make money on it, otherwise why go to the effort of selling it as opposed to a new rifle. You would have been better off selling it on the EE. Someone would have given you $450 for it, most likely, and maybe a few bucks more.
 
The X-Bolt bases have four screws and the rifle I saw had what I believe to be a Weaver Style base.
It will work if you have Weaver style rings but we are guessing with the lack of information.
A picture and scope description with ring height would help.
A 700 SPS is about $700 new so their offer was fair. EE would have been your best bet
